Starfleet wanted additional craft that were specialized shuttle carriers. The Courage Class had been seen as very successful, but rather then authorize more ships of that class Starfleet desired a new design with even more capacity. A new class of ships was developed, based on taking the hull developed for the Guardian Class and stretching it in length.
This led to a design with ten shuttle bays compared to the Courage Class's six, arranged as four through-deck bays and two standalone bays. The deeper hull found on this class compared to the Courage Class allows significant room for added shuttle craft storage.
The length added to the hull caused an issue with the forward firing arcs of both photon torpedoes and megaphasers, so additional torpedo launch tubes and megaphasers were added to compensate.
