Starfleet is, at the core, an exploratory service. But there has always been a strong secondary mission of defense, and when the situation calls for it Federation starships have always been capable of holding their own.
The Frankfurt Class was designed with such things in mind. A little less "all purpose" then other cruiser designs, Frankfurt Class ships are still able to perform many of the same scientific and exploratory functions. But at the same time, they have been given more of an emphasis in tactical design. They boast superior weapon systems, stronger hull plating and more powerful shields, and a second shuttle bay specifically for Killer Bees. On a more basic design level, the Frankfurt class was given a thinner profile to offer less of a target to potential aggressors.
The main mission of the Frankfurt Class is, on the surface, still one of exploration. But the ships in this class are deployed in areas where it has been assessed that such exploration may carry with it more risk then is usual.
